  • Today community-based programs for serious delinquents are far from novel. Yet as late as 1960 they were virtually nonexistent, and no research had tried to systematically address the question, “Can some such youths be worked with in their home communities instead of being institutionalized?” From 1960 to 1961, California researchers began a study and, together with parole personnel, they developed a then unique program that gave corrections its first scientific answers to this question.Description of the ProjectCalifornia's Community Treatment Project (Phases 1 and 2) was a study funded by the National Institute of Mental Health that ran from 1961 to mid-1969.
