  • The Delphi technique was developed by the RAND Corporation in the late 1950s as a forecasting methodology to obtain an intuitive consensus of group expert opinions. The Delphi technique was originally conceived as a way to obtain the opinion of experts without necessarily bringing them together face-to-face.
