Hate Crimes Statistics Act
Definition
- The Hate Crimes Statistics Act (HCSA) became law in 1990 in response to a number of high-profile bias-motivated crimes that occurred during the 1980s. These crimes became the basis of claims by a variety of interest groups that such actions had reached epidemic proportions and that the crimes did not receive sufficient attention from law enforcement agencies.
