- Historically, scholars have paid relatively little attention to the criminal victimization of immigrants. Immigration scholars have focused on assimilation, or immigrant incorporation into society in ways that mostly ignored crime; criminology emphasizes immigrants as perpetrators through theories of how subcultures and cultural conflict lead to street crime.
