Definition
- The ability to act creatively and successfully under time pressure is a hallmark of the skilled emergency manager. Much anecdotal and scientific evidence suggests that this ability follows from exposure to a wide range of field conditions, as well as considerable experience in understanding the potential and limits of emergency response plans.
