Definition
- Treatment of youths in noninstitutional settings has become increasingly popular over the last 40 years because of policy changes, shifting perspectives on delinquency, and increasing financial strains at all levels of government. Community-based programs handle youths at all phases of processing, from preadjudicatory detention to postadjudication services.
