- Legal advocacy has been an integral part of efforts to prevent and alleviate homelessness in the United States. Legal advocacy has included legal aid (legal aid provided to the poor) to prevent homelessness, secure shelter and services, protect civil rights, and preserve and expand access to permanent housing.
