- “Is it better to be powerful or lucky?” In 1980 Brian Barry published under this title a paper in Political Studies criticizing the main indices used in the voting power literature. Ironically, in the second part of his essay Barry proposes an alternative view that basically coincides with the initial measure proposed by Lionel Penrose in 1946.
