- The history of personnel management is one of a professional group that changes its rhetoric and composition every few decades in the face of changing political, normative, demographic, and economic environments. Since the early 1900s, personnel managers have worked alongside industrialists, scientific management engineers, unions, the federal government, and chief financial officers as well as workers themselves.
