  • Prevention programs for substance use problems have several advantages over other interventions, including the potential for higher cost-effectiveness and an opportunity to prevent many of the harmful effects of substance use disorders before they occur. Public policy refers to the laws and regulations provided by the government and can greatly influence how and which prevention programs are implemented.
