- THE ROYAL COLLEGE of Physicians and Surgeons of Canada (RCPSC) was established by the Canadian Parliament in 1929 to oversee the professionalism of all physicians and surgeons. A physician can belong to one of many specialties; thus, a professional organization for the specific field of medical oncology was established.
