- The Child Welfare League of America (CWLA) is an agency with a nearly 100-year History of advocating for the rights of children, whose age and legal status make them vulnerable members of U.S. society. While CWLA has maintained the core of its purpose, the agency's structure and activities have expanded and changed over time, along with the changing landscape of the U.S. child welfare system.
