- The crime unit Community Resources Against Street Hoodlums (CRASH) was established by the Los Angeles Police Department (LAPD) in 1977 to deal with gang-related crimes and gang members. Mission of CRASH The unit was started during the tenure of Chief Daryl Gates to address the increasing problem of gangs and gangsters in Los Angeles.
