  • The European Union Emissions Trading Scheme (EU ETS) is the first multinational emissions-trading system and the first binding carbon dioxide (CO2) trading market in the world. The ETS now operates in 30 countries (the 27 European Union member states plus Iceland, Liechtenstein, and Norway) and covers about 12,000 installations and around 45 percent of the European Union's (EU) CO2 emissions, which is about 40 percent of Europe's total greenhouse gas (GHG) emissions.
