- James John Lyons was a respected senior adviser and specialist on civil rights for a decade before becoming the executive director and legislative counsel of the National Association for Bilingual Education (NABE). Jim, as he is known to countless bilingual educators across the country, held that highly visible position for 9 years before stepping down in 1998.
