- THE SURGEON GENERAL of the United States from 1977 until 1981, Julius Richmond was active in campaigning against the smoking lobby, trying to reduce smoking in the young. Trying to promote a healthier lifestyle, the reduction in smoking coincided with a decrease in coronary heart disease cases, and some preventable illnesses.
