Definition
- During the 1960s, the Kennedy administration implemented a quota system to protect domestic cotton producers. In 1962 the Long Term Agreement Regarding International Trade in Cotton Textiles (LTA), a set of bilateral quota agreements, was signed under the General Agreement on Tariffs and Trade (GATT).
