- The Silverlake Experiment grew out of the Provo Experiment, both of which were under the leadership of LaMar T. Empey. The Silverlake Experiment was a juvenile delinquency residential program operated in Los Angeles, California, from 1964 to1968, providing intensive supervision as a delinquency control strategy.
