Definition

  • Title I is one of five sections of the original Elementary and Secondary Education Act (ESEA) of 1965, an extensive federal statute that emphasizes equal access to education and establishes standards and accountability. As the first congressional legislation to comprehensively and systemically fund programs that address the needs of low-income students, it represented the greatest single commitment made by the federal government to the improvement of education.
