- Bar personnel are at the center of problems occurring in and around licensed drinking establishments, which can range from random disorder to chronic, hardened street crime. While some bar personnel function in a capacity that quells disorder or prevents it from happening in the first place, others exacerbate problems by showing little concern or regard for the patrons they serve.
