- Terms like social cohesion have long been used in the context of race relations throughout the English-speaking world, but it is only recently in the United Kingdom that community cohesion has been identified as a government policy with its own distinctive agenda. In 2000, the Report of the Commission on the Future of Multiethnic Britain emphasized the need to highlight cohesion alongside issues of difference and equality.
