- Community informatics and development (CI) can be defined as a practice associated with the use and adoption of new information and communications technologies (ICTs) such as the Internet to influence the social, cultural, and economic development of community structures and relationships. Worldwide, CI manifests itself in the huge numbers of neighborhoods, voluntary organizations, social support networks, and government agencies that are committed to exploring the potential of the new media to improve community life.
