  • Disaster (or emergency) management is typically broken into four main processes (also referred to as phases): mitigation, preparation, response, and recovery. The first two processes focus on reducing the risk from potential future disasters (mitigation) and making plans and structures to deal with post-disaster efforts (preparation).
