- During the 1980s, under the leadership of President Ronald Reagan, the U.S. government commenced its War on Drugs. Due to the highly skilled media onslaught engineered by the Reagan administration, many White Americans saw Hispanics, Black Americans, and other people of color as the primary culprits behind the exponential growth in crime.
