Definition
- Prior to enactment of the Bilingual Education Act of 1968 (Title VII of the Elementary and Secondary Education Act), school districts from New York to California experimented with bilingual education programs. Significant for being the first, and the catalyst for others, was the bilingual-bicultural education program at Coral Way Elementary School, in Miami, Florida, serving primarily Cuban refugee children.
