  • High-profile shooting incidents in schools over the past decade, and public concern about juvenile gangs and drug offenses in schools, have contributed to the general perception that schools are unsafe environments and delinquency is rising. There is also concern about the number of offenders younger than age 13, as these younger children have a much greater risk than older children of becoming serious, violent, and chronic offenders.
