- The emergency operations center (EOC) is a predesignated facility established by an agency or jurisdiction to coordinate the overall agency or jurisdictional response and support to an emergency. Although the physical facilities and operating structure may vary, all emergency operations centers share the common functions of situation assessment, strategy development, and resource allocation.
