Definition
- A governance mechanism that is neither hierarchy nor market (anarchy) is usually called a network. It is described as horizontal and nonhierarchical, but its basic organizing principle can more positively and appropriately be called heterarchy. [Source: Encyclopedia of Governance; Heterarchy]
