Definition
- The home language survey, also known as the primary or home language other than English survey (PHLOTE), is a federally sanctioned assessment and placement procedure. It has been adopted by most states as part of their processes for identifying incoming students who do not have sufficient proficiency in English to receive instruction solely in that language.
