- Import-replacing development is a theory of economic growth that encourages a town, city, or region to move toward diversification and self-reliance by systematically replacing imports with locally produced goods and services. It stands in marked contrast to theories of export-led development that have been embraced by many contemporary economists, planners, and economic institutions.
