- Although the United States is a nation of diverse languages and populations, foreign-language study has had a checkered history in the nation's schools and colleges. Foreign-language enrollments during the 20th century at the high school and university levels rose and fell consistently with societal ideologies that affected our collective outlook on cultural and language diversity.
