looting
Definition
- Looting is the very public theft of private property, usually when the owner is unable to protect it and normal policing functions are ineffective. On occasion, warfare, civil disturbances, and natural disasters have all led to the breakdown of law and order to the extent that looting has become a risk or a reality.
