Definition
- Opportunity to learn (OTL), or school delivery, standards represent a long-standing pursuit by educators, among other key constituents, to provide a more equitable educational primary and secondary school system. The concept derived from comparative international studies of educational achievement that first used OTL to compare varying student educational outcomes and focused primarily on math and science achievement between countries.
