Definition
- The Federal Task Force on Homelessness and Severe Mental Illness has recognized outreach as the first and most critical component of any program serving a homeless population (Interagency Council on the Homeless 1994). Often conducted in a variety of nontraditional settings, outreach is the first step in developing relationships with some of the most disenfranchised people in America's communities.
