Definition
- The release of offenders from American prisons and jails has become a major concern to policy makers, criminal justice scholars, and stakeholder groups representing the community. Data from the Bureau of Justice Statistics show that, per annum, about 600,000 offenders return to the community and face challenges related to healthcare, literacy, and employment.
