- A strategy is defined by Oxford Change Management as “a set of agreed principles for the allocation of scarce resources in a specific context to create the most value.” Strategic plans and the planning process form a key management approach for international humanitarian and development organizations. Strategic plans chart the course for the organization by outlining its aspiration for change, value system, and scope of operation, all set within a certain time frame.
