- Implementation is an important part of the development of a geographic information system (GIS) in an organization adopting the technology, because it signifies the transition from planning the system to using the system. It is a critical phase of the multiphase “system development life cycle,” which consists of project initiation, system analysis, system design, implementation, operation, and maintenance.
