- Neighborhoods and whole cities are increasingly being designed with a telecommunications infrastructure that provides access to the Internet and other information and communication technologies (ICTs). These communities have been referred to by a variety of names, including digital cities, wired suburbs, electronic villages, community networks, freenets, smart communities, and community technology centers.
