Definition
- In Banks v. United States, 490 F.3d 1178 (2007), a federal appeals court ruled constitutional the DNA Analysis Backlog Elimination Act of 2000, a federal law requiring convicted felons to provide DNA samples upon their arrest. The DNA Analysis Backlog Elimination Act originally applied only to the mandatory extractions from those who committed violent felonies. [Source: Encyclopedia of the Fourth Amendment; Banks v.
