International Campaign to Ban Landmines
Definition
- In 1991, as the annual number of noncombative landmine victims reached 20,000, discussions among non-governmental organizations (NGOs) faced with responding to the devastation wrought within civilian communities caused by leftover anti-personnel land-mines (APL) led to decisive action.
