  • The 1974 consent decree between the New York City Board of Education and Aspira of New York, Inc., established bilingual education as a legally enforceable entitlement for New York City's non-English-speaking Latino students. Aspira, a Puerto Rican community organization in New York City, had filed a federal lawsuit in 1972, known as Aspira of New York, Inc.
