  • The Stanford Working Group on Federal Education Programs for Limited-English-Proficient Students (hereafter SWG) was created in 1992 in California under the leadership of Diane August and Kenji Hakuta to address emerging policy issues in the education of limited-English-proficient (LEP) students in the context of standards-based education reform.
