- This entry first reviews efforts at educational reform over the past 30 years, examines the impact of poverty in causing the problems the reform is intended to address, and presents an approach to reform that will take into account the need to address social and economic conditions that affect the performance of children in poverty. Efforts at Educational Reform Perhaps one of the most ambitious goals of the blueprint for educational reform articulated in March 2010 by President Barack Obama is its call for the transformation of the persistently failing schools in the United States.
