Definition

  • A mass care event (MCE) occurs when the ordinary functioning of a community's health care resources is overwhelmed by a large number of victims requiring care at the same time, for instance, as the result of an influenza epidemic or a terrorist attack. The severity of an MCE may be increased if the event itself reduces the community's capacity to respond (for instance, if health care workers become ill, or if vital infrastructure is destroyed) or if multiple communities are affected at the same time, so that additional resources cannot be quickly accessed.
