  • A health reform option that enjoyed significant popularity in the early 1990s, play or pay was initially endorsed by then presidential candidate Bill Clinton. The concept, intended to produce universal coverage, would require that employers either provide their workers with health care coverage (play) or contribute to a government fund from which insurance would be provided (pay).
