Definition
- Early in the nineteenth century, the effects of the Industrial Revolution required a drastic change in the way public assistance was provided to the poor in the United States. The switch to a wage labor system resulted in many people living and working outside the communities in which they had previously been able to rely on extended families for support during hardships.
