Definition
- Policy development can be defined as a process that consists of the identification of public issues, the transformation of these issues into political problems through the governmental agenda, and the elaboration of solutions to resolve these problems. Policy development constitutes the core of the activity of governments and the first step before the implementation stage of laws and regulations and their evaluation.
